I ordered this for my ten yr old daughter who is In a musical (The Music Man) I ordered the medium. It's meant for a woman or teen but the measurements being on the petite side, and us wanting the skirt to come just below her knees, it's a perfect fit. We added a red sash around the waist to make it low waisted. She looks like she's fresh from the year 1912.
